Abstract: For the current problems in novelty searching work, this paper constructs the university science and technology novelty search system platform based on B/S, puts forward the basic construction principle, design goals, the development environment, and software settings of the science and technology novelty search system, builds four modules of the platform and introduces the implementation method of the platform.
