Abstract: The public library is a treasure for people to obtain knowledge, is a channel to disseminate culture. With the development of network technology and the appearance of many social information service institution, public libraries are no longer the only way for readers to get variety informations and knowledge. Public libraries are facing the difficulty of readers outflow. This paper analyses the phenomenon of readers outflow and its reasons in the public library, and discusses strategies to cultivate readers.
