摘要： 数字图书馆建设管理中面临的首要问题是著作权保护和社会公共利益促进之间的冲突。通过构建利益平衡的价值体系．对著作权人个体利益进行有效保护，达到增进社会公共利益的价值目标，实现两者的良性均衡与互动。对数字图书馆建设管理中的著作权问题进行分析，明确权利义务关系，并对数字图书馆著作权的合理利用与保护提出具体方案。

Abstract: The most important problem in digital library construction and management is the conflict between copyright protection and society public profit advancement.By building the value system of profit balance, we should protect the profit of copyright writers effectively to achieve the value goal of society public profit and realize their good balance and exchange. This article analyses copyright problems in digital library construction and management,clears the relation of fight and duty and proposes the exact plans about the reasonable use and protection of digital library copyright.
