摘要： 基层图书馆作为最接近民众的图书馆，在构建覆盖全社会的公共图书馆服务体系的过程中发挥着至关重要的作用。在分析西部地区基层图书馆发展现状的基础上，探讨了基层图书馆的发展模式。

Abstract: The grass-roots libraries are the libraries which most be close to people. They play an important role in the process of construction of the whole society＇s public library service system. This paper, analyses the development status of the grass-roots libraries in western region of China, and discusses the development modes of the grass-roots libraries.
