Abstract: Digital libraly has the feature of quasi-public goods,whose cost and benefit is shared by society and users.Based on the principle of cost-benefit,this paper puts forward that digital library shall construct the cost-profit mechanism from the aspects of capital raise,marking,rules and standantization.
