Abstract: To public library,its character of public welfare makes its leading function in the civil readlng.In order to carry through the civil reading program step by step,library should harmonize various social resources to participate in and promote the civil reading program in reading popularizing activities,and should offer the helpful guidance and effective help in reading tendency studying,reading training and innovating reading action.
