Abstract

Abstract: At the era of knowledge economy,intellectual property protection has been widely noticed by the scientific researchers and every organization.This paper analyses the reason why there are some phenomena of the serious drain on technology and the low conversion of the science and technology achievements in university,and puts forward the functions and measurements on the technological innovation and the intellectual property protection：by enhancing the consciousness of intellectual property protection,promoting the technologists＇innovation,developing the innovation education,pushing production industrialization and raising the scientific research level and innovation ability in university.
