Abstract: Reference service is one part of the reading service of the NLC （The National Library of China）. It views and analyses the present conditions of the reference work in the NLC and the problems need to be solved. The thesis introduces the developments of VRS and its present level in USA and other countries. And the VRS in the college libraries of China is also involved. Finally,it discusses the possibility and the certainty of setting up VRS in the NLC.
