Abstract: At present, in many places a lot of public library boards have been established outside governments gradually to exercise legal rights. In order to prevent the abuse of rights and make the expected public goals into practice,a multicomponent external supervision mechanism must be established, clear supervision indicators must be set up to evaluate the public library regularly and to ensure that libraries work properly.
