Abstract: The popularization utilization of internet brings about unprecedented challenges to public library development.Public library needs to locate the right position in the new situation.This paper points out that public library should be positioned as the heritage organization of local culture,the learning and education platform to local residents and the favorable protection system of narrowing the digital divide from the historical mission of public library and the current environment.
