Abstract: The rapid development of digital technology has given great changes and impact on human social structure,production and lifestyle.Digital library is a result of its application,which is constructed by many countries in the word.The digital library construction in China must be based on the features and functions of digital library,the international legislative experience and Chinese reality, the improvement of Chinese copyright system,so the digital library construction in China has a legal basis and has a legal support.
