Abstract: The relation of rights and obligations between university library and readers is the key legal relation of university library.The complexity of the relation of rights and obligations between university library and readers is predetermined by their different roles.the relation of rights and obligations between university library and readers is the unity of the relation of rights and obligations between the service provider and receiver, the educator and the educated,the resources manager and the users.
