Abstract: As a new academic exchange and publication mode,Open Access movement has attracted the attention in academic circles.University libraries should actively take part in Open Access movement.This paper analyses the important functions of the application of Open Access in university libraries,and puts forward some countermeasures which uni-versity libraries should take under Open Access environment.
