Abstract: This paper quotes institutional economics views to research the management mode of central-branch library system in public libraries from management system,operational mechanism and institution arrangement,clarifies the characteristics and operation of the multi-dimensional library structure and library council,and points out the indemnity mechanism,decision-making mechanism,standard mechanism,dynamic mechanism of the development of central-branch library system and the institution arrangements from the government,industry and institution.
