Abstract: This paper analyzes“The CIS is the core of the product development”,“The CIS is the orientation of product development in libraries”,“The CIS runs in the whole process of creative product development in libraries”，discusses the importance of CIS on the development of cultural creation production in libraries. In view of how to get rid of this mistaken idea to the application of CIS in the development of product development in libraries, the corresponding measures are put forward.
