Abstract: In order to adapt the requirements of learning society,this paper puts forward the purpose and meaning of building library is to serve readers,for social education,to fulfill their social functions of education,to meet people＇s increasing and diversified, high-level educational requirements.By probing into the library theories,The public welfare services,the justice of obtainning information resources and the social services in library, it also puts forward the final development conclusion of library is socialized library,which is the social inevitable requirement.
