Research on the Implementation Mechanism of the Rural Library Policy：based on the analysis of the features of policy problems

Abstract: this article starts with the analysis of the essence and the core of the problems concerning the rural library policy and explains the complexity of the problems concerning the rural library policy.On this basis, this article analyzes the existing problems in the policy implementation and puts forward the corresponding solutions.
