Abstract: With the deepening of the reform of public welfare cultural institutions,it is more and more urgent for public libraries to further promote the construction of corporate governance structure.Through the visual analysis of the existing literature and the comparative study of the establishment of some public library councils,this paper analyzes the formation process of the Anhui Provincial Library Council and explains how to use the ISO quality management ideas to build an efficient board formation during the formation process.Models and explore thereal dilemmas and strategies for continuousimprovement in theformation of the Board.
