Abstract: The construction of public cultural service system is one of the policies of cultural construction carried out recently in China. Public library,which is the important public cultural service organization,is the part of public cultural service system.This paper expounds th functions of small and medium-sized public library in the public cultural service system,analyses it＇s advantages,and puts forward the measures to construct the public cultural service system.
