Abstract: Aimed at the lack of the awareness of risk prevention in the construction of information commons of library under Open Access, this paper puts forward the risk prevention system of library by using risk society theory： cultivating risk awareness and enhancing the risk identification capabilities, formulating and implementing emergency plans, establishing risk transfer and information backup system, formulating the regulations of the construction of information commons.
