Abstract: Information technology which takes computer technology and communication technology as representative not only brings profound impact on library resources construction, but also provides the opportunity and the conditions for library adapting information environment and accelerating development. Library establishes the QR-CO-OS-DC pattern, namely establishing Quick Response, Customer Oriented, Overall Service, Deeply Cooperation pattern. It is the strategic choices of library resources construction adapting information conditions.
