Abstract:

The government purchase of library services is a new mechanism for the library to provide public cultural services. The paper points out that the driving factors of government purchasing library services are the construction of public cultural service system, the innovation of public service theory, the demonstration of practical experience at home and abroad, the rise of the social organization of library services; The plights of the government purchasing library services are the lack of institutions, market failure and government failure. The paper promotes that it's necessary to improve the institutions, enhance the government's capability, rapidly cultivate, regulate the library service market and promote the sustainable development of public libraries.
