Abstract: Through the combination of website survey and questionnaire survey,this paper investigates the current situation of the open educational resources services provided by university libraries and public libraries in Jiangsu Province, and the blocking factors of the joint provision of open educational resources services by university libraries and public libraries, it is found that university libraries have a wide range of participation in the“joint provision of open educational resources”, and more public libraries have participated in the construction of national and Jiangsu sharing projects at all levels, and have rich experience in alliance construction.Then investigates the value and significance of joint,the starting point,the blocking factors of joint,the blocking factors of joint construction of system platform, and puts forward the service strategy of joint provision of open educational resources by university libraries and public libraries, in other words, the mode of“centralized storage”or“hierarchical construction”is used to jointly construct the open educational resources services platform.
