An Investigation and Reflection on the Management of Non-permanent Staffs in Public Libraries

Abstract:

Taking the status quo of non-permanent staffs of eight public libraries in Fuzhou and Xiamen in Fujian province as an example,this paper divides non-permanent staffs into four categories: complete labor dispatch employees, transferred labor dispatch employees, employees from government outsourcing and trainees through multi-case studies and according to the difference of employment relationships and patterns. On the basis of the characteristic of their employment relationship, recruitment channels, library operations, and salary and welfare, it analyzes the advantage and disadvantage of different modes of employment, then discusses the predicament of employing non-permanent staffs in public libraries currently, and puts forward a number of operational measures, which provides significant references for public library managers and government authorities in reforming library employment mechanisms and improving service efficiency.
