摘要： 我国公共图书馆的社会支持缺乏或不足的原因之一是公共图书馆没有建立健全的法人治理结构。相比较而言,公共图书馆是一个＂弱项＂事业,它严重依赖于外部资源,而理事会是一种资源获取机制,国家应推动公共图书馆组建理事会,以寻求公共图书馆社会支持。理事会制有利于促进公共图书馆的社会支持的制度建设、有利于营造公共图书馆的社会支持环境、有利于调节和引导社会资源支持公共图书馆建设。

Abstract: In China, one reason for the lack or shortage of social support in public libraries is that the public library has not established a sound corporate governance structure.ln contrast, the public libraries are a ＂weak team＂, who is heavily dependent on external resources. While, the Council is a kind of resource acquisition mechanism. The government should promote the formation of the Council in public libraries in order to seek a social support. Board system is conducive to the promotion of Public libraries＇social support system construction, to create a public library social support environment, to regulate and guide social resources to support the building of public libraries.
