摘要： 基于学习者对图书馆忠诚度的视角，在完善组织信息服务工作、重构组织机构、有效管理组织资源等方面，提出图书情报事业的改革创新策略，从而促进学习型社会建设。

Abstract: Based on the learners＇ loyalty, This paper gives some advices of library to improve the institutional information services, reconstruction organizations and effective management of resources, thereby to promote the construc- tion of learning society.
