摘要：

针对信息资源共建共享过程中出现的“资源共建不积极、自有资源不愿共享”的问题,主张引入市场机制。这主要基于两点：一是信息资源共建共享本身就涉及资源配置,而市场机制是资源配置的决定性力量;二是信息资源共建共享作为一种社会行为,必然要考虑到市场经济的社会环境的影响。引入市场机制,可以在信息资源共建和信息资源共享两个层面发挥积极作用。但同时,由于市场机制固有的局限性,可能会对信息资源共建共享带来一些负面问题,这就需要借鉴国家宏观调控的做法,采取有效措施予以规避。

Abstract:

In connection with the problem of resources co-construction not active and own resources not sharing in the information resources co-construction and sharing, the author advocates to introduce the market mechanism,which is based on two major stands: firstly, the information resources co-construction and sharing involves resource allocation and market mechanism has become the decisive factors of resource allocation; secondly, information resources co-construction and sharing must be taken into account the influence of the social environment of the socialist market economy as a kind of social behavior. Introducing the market mechanism may make negative effect because of its inherent limitations, so it is necessary to take effective measures to avoid them from the practices of national macro-control.
