摘要： 介绍了管理学上著名的帕累托法则（80／20定律），分析了其在人力资源建设中的重要意义，列举了江西省图书馆人才建设中的一些问题，提出“明星馆员”的概念，并对“明星馆员”的打造提出了具体建议。

Abstract: This paper introduces the famous Pareto Principle（the 80/20 rule） on the management, analyzes its important role in the construction of human resources, and lists some problems in the construction of Jiangxi Provincial Library personnel. Then further puts forward the concept of ＂star Librarian＂ and suggestions on how to create the ＂star Librarian＂.
