公共数字文化服务绩效评价指标体系构建研究

On the Construction of Performance Evaluation Index System of Public Digital Cultural Services

摘要: 目前国内学术界从公共数字文化整体视角探讨公共数字文化服务绩效评价的理论研究文献很少。本文采用因素分析法提取影响公共数字文化服务效能的四大核心要素:基础因素、资源因素、服务因素和效能因素,以此为基础构建公共数字文化服务绩效评价指标体系。指标体系的构建原则遵循以人为本原则、可操作性原则、系统优化原则和动态调整原则。评价指标设计了4个一级指标:保障条件、资源建设、公众服务和服务效能,15个二级指标以及54个三级指标,以期为公共数字文化服务绩效评价提供参考。

Abstract: At present, there are few theoretical research literatures on performance evaluation of public digital cultural services from the perspective of public digital culture.Factor analysis is adopted to extract the four core elements :basic factors, resource factors, service factors and efficiency factors, that affect the effectiveness of public digital cultural services, so as to build the performance evaluation index system of public digital cultural services on this basis.The principles of index system construction include human-oriented principle,operability principle, system optimization principle and dynamic adjustment principle.The evaluation index is designed with 4 first-level indexes ,including the four dimensions of guarantee conditions, resource construction, public service and service efficiency, 15 second-level indexes and 54 third-level indexes, in order to provide a reference for the performance evaluation of public digital cultural services.
