摘要/Abstract

摘要： 从公共图书馆法治和国家扶贫战略部署的双重角度出发，将集中连片特困地区之一的湖南罗霄山片区6个贫困县的公共图书馆的扶助和发展作为研究重点，基于数据分析其发展现状，把握罗霄山片区文化的地域性、遗传性特征，为集中连片特困地区公共图书馆扶助和发展策略的“精准识别”“精准施策”提供实证依据和数据支持。

关键词: 法治扶贫；罗霄山片区；贫困地区；公共图书馆

Abstract: From the perspective of the rule of law of public libraries and the deployment of the national poverty alleviation strategy，this paper focuses on the support and development of Public Libraries in six poverty-stricken counties and counties in Luo xiao shan District，Hunan Province，which is one of the most poverty-stricken areas.Based on the data analysis of its development status quo，the paper grasps the regionality and hereditary of Luo xiao shan District’s culture.The transmission characteristics provide empirical evidence and data support for the "accurate identification" and "precise implementation" of the support and development strategy of Public Libraries in poor areas of Hunan.
